ということは、１８本より少ない投稿や、一年以内の投稿がない場合は承認出来ないということです。諸事情でこうなりました。ご理解ください。

I will not reject anyone who has posted a certain number of videos, regardless of what kind of video it is.
(18 or more videos, including those posted within the last year)
This means that I cannot approve someone who has posted fewer than 18 videos, or who has not posted in the last year. There are various reasons why this has happened. Please understand.
